The 340B Drug Pricing Program began as a noble endeavor, a lifeline designed to help safety-net providers deliver affordable care to America’s most vulnerable populations. However, over the years, this well-intentioned program has strayed from its original purpose, becoming a lucrative space where profits often outweigh patients. Unfortunately, the program also plays a strong hand in the healthcare consolidation that continues to threaten private physician practices. These acquisitions threaten the viability of independent practices in a variety of specialties across the United States, including rheumatology.

Madelaine Feldman, MD, FACR
Vice President of Advocacy & Government Affairs, CSRO
Dr. Madelaine Feldman is a rheumatologist in private practice with The Rheumatology Group in New Orleans. She is past president, now VP of Advocacy & Government Affairs of the Coalition of State Rheumatology Organizations, and Clinical Assistant Professor of Medicine at Tulane University School of Medicine. She lectures extensively to patients, physicians, regulators, and legislators both locally and nationally, on formulary construction, drug prices, utilization management tools and access to care. In addition to writing a bimonthly advocacy column entitled “Rheum for Action” for Rheumatology News (Medpage Today), Dr. Feldman has testified in Congress before the Health subcommittee of Energy and Commerce, a forum of the House Oversight and Reform Committee and multiple state legislatures. She has spoken before the FDA and the Federal Trade Commission on drug pricing, formulary construction and pharmacy benefit managers. Dr. Feldman received the inaugural American College of Rheumatology Innovation in Clinical Care” award in 2021 for her work in advocacy. She has received the Distinguished Service Award for Tulane Medical School, was named one of the Top Women in New Orleans by City Business in 2017 and is the former radio talk show host of “Driving with Dr. Mattie.”
Jenny Goins
Chief of Staff, National Alliance of Healthcare Purchaser Coalitions
A recognized healthcare coalition and HR leader, Jenny Goins leads the implementation of strategic and operational plans for the National Alliance of Healthcare Purchaser Coalitions. She oversees three core functions: Events and Education, Healthcare Advancement, and Communications and Member Engagement. Prior to joining the National Alliance, Jenny was the President and CEO of the Kentuckiana Health Collaborative. She is the former Commissioner for the Kentucky Personnel Cabinet, Department of Employee Insurance, overseeing benefits for roughly 300,000 state and public employees, retirees, and their families. Jenny is a retired Air Force Chief Master Sergeant whose career included duties in combat communications, journalism, personnel, and leadership development. She holds a bachelor’s degree in organizational development and a master’s degree in adult learning with a focus on distance learning from Tusculum College in Greeneville, TN. She has earned her Senior Professional in HR certification, is a Kentucky Military Hall of Fame inductee, and a member of the Honorable Order of Kentucky Colonels.
Thomas Johnson
Executive Director, ASAP 340B
A native of Washington, DC, he brings 30 years of professional experience in the health care, nonprofit and association management space. Mr. Johnson served for nine years as President and CEO of Medicaid Health Plans of America (“MHPA”), a trade association representing health plans in the Medicaid business. In his role at MHPA, he led advocacy efforts involving the Affordable Care Act, as well as other policy issues affecting the Medicaid managed care industry. Mr. Johnson was President and CEO of the DC Hospital Association. Mr. Johnson also served as the Vice President of Compliance and External Affairs with DC Chartered Health Plan, a Medicaid health plan in Washington, DC, and as Senior Advisor to the Gorman Health Group, a consulting firm focused on assisting government-sponsored health plans. Mr. Johnson was also a staff Director with the Greater Washington Board of Trade, and legislative director with the Medical Society of the District of Columbia. Mr. Johnson has also served on a number of boards and commissions. He has started his fourth year as Chair of the Board of the Sickle Cell Disease Association of America, and has served on its Board for seven years. Mr. Johnson also serves as Chair of the Board of For Love of Children. Other boards he has served on include the DC Prisoners Legal Services Project, the Arts and Humanities Council of Montgomery County, and the DC Association of Health Maintenance Organizations.
Amanda Krzepicki
Policy Director, Autoimmune Association
Amanda advocates for Autoimmune patient’s public policy priorities on Capitol Hill and with government agencies. She has a strong foundation in coalition management and stakeholder engagement. Amanda holds a Master of Public Health in Health Policy from The George Washington University and a Bachelor of Science in Human Nutrition, Foods, and Exercise from Virginia Tech. In her free time, Amanda loves taking her dog on hikes, home improvement projects, and following the Buffalo Bills.
